Language of the educational process

In accordance with Article 46 of the Law of Ukraine “On Professional Pre-Higher Education” dated 06.06.2019 No. 2745-VIII

Article 46. Language of the educational process

1. The language of the educational process in institutions of professional pre-higher education is the state language. The principles of language policy in institutions of professional pre-higher education are determined by the Law of Ukraine “On Education”.

2. The state guarantees every citizen of Ukraine the right to obtain professional pre-higher education in the state language in state and municipal institutions of professional pre-higher education.

3. Institutions of professional pre-university education provide mandatory study of the state language to the extent that allows for professional activity in the chosen field using the state language.

Persons belonging to indigenous peoples, national minorities of Ukraine, foreigners and stateless persons are provided with appropriate conditions for studying the state language.

1. The state promotes the study of languages of international communication, primarily English, in state and municipal institutions of professional pre-higher education.

2. In institutions of professional pre-higher education, in accordance with the educational and professional program, one or more disciplines may be taught in two or more languages - the state language, English, other official languages of the European Union, while ensuring the ability of applicants for professional pre-higher education to demonstrate the results of studying the relevant discipline in the state language. The list of foreign languages in which academic disciplines are taught is determined by the institution of professional pre-higher education.

3. At the request of applicants for professional pre-higher education and if appropriate conditions exist, professional pre-higher education institutions create opportunities for them to study the language of the indigenous people, national minority of Ukraine as a separate discipline to the extent that allows them to conduct professional activities in the chosen field using this language.

4. For the education of foreigners, stateless persons permanently residing in Ukraine, as well as persons recognized as refugees in Ukraine, persons in need of additional or temporary protection, persons granted the status of a foreign Ukrainian, who are legally residing in Ukraine and are receiving professional pre-higher education at the expense of individuals or legal entities, separate groups may be created or individual curricula may be developed that provide for instruction in a foreign language. At the same time, professional pre-higher education institutions shall ensure that such persons study the state language as a separate academic discipline.

The requirements of part one of this article do not apply to the specified persons.

1. Privately owned professional pre-higher education institutions have the right to freely choose the language of instruction, while ensuring that persons studying in such institutions study the state language as a separate academic discipline to the extent that it allows them to conduct professional activities in the chosen field using the state language.

2. Certification of applicants for professional pre-higher education is conducted in the state language.
